A regular meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 4th day of September, 2018 at the hour of 4:30 P.M.

MEMBERS PRESENT:     Councilors Briggs, Droba, Jaksa, and Mayor Anderson.

MEMBERS ABSENT:     Councilor Pearson.

APPROVED agenda with additions MOTION by Councilor Briggs to approve the agenda with additions as presented.

APPROVED minutes of the August 20, 2018 regular City Council meeting MOTION by Councilor Briggs to approve minutes of the regular City Council meeting of August 20, 2018. Motion seconded by Councilor Droba and carried unanimously.
ADOPTED Resolution No. 45-18 approving transfers, payment of claims, and accounts payable MOTION by Councilor Jaksa to adopt Resolution No. 45-18 approving transfers, payment of claims and accounts payable for the first monthly City Council meeting. PUBLIC HEARING:

First Reading of Ordinance No.__, Fifth Series, Amending the City Code, Chapter 2, Section 2-52, by Deleting Residency Requirements for Police Department Personnel and Temporary Ambulance Attendants

MOTION by Councilor Droba to approve the First Reading of Ordinance No.__, Fifth Series, Amending the City Code, Chapter 2, Section 2-52, by Deleting Residency Requirements for Police Department Personnel and Temporary Ambulance Attendants. Motion seconded by Councilor Briggs. MOTION TO AMEND by Councilor Jaksa to accept the changes, but retain the requirement that Police Department personnel reside within a fifteen minute response area. Motion to amend seconded by Councilor Droba. Chief Mastin explained that there has never been a full department call-in and they are well staffed to handle anything that may happen. He also reminded the Council that officers are never required to be on-call when they are off-duty. Councilor Jaksa stated that some of her constituents have contacted her and expressed their concern on this matter. Administrator Anderson explained that there is no state residency requirement for police officers and with our multitude of law enforcement agencies we should be well covered in the event of an emergency. There was no public comment. Motion on the amendment failed 0-4, with Councilors Briggs, Droba, Jaksa, and Mayor Anderson voting “nay”. Original motion to approve the First Reading carried unanimously.

Information on 5K Suicide Awareness Run An informational update on the 5K Suicide Awareness Run fundraising event, September 20, 2018 was provided by City Administrator Anderson. He later reported that he received a message that the event time and date will be changed.
Information on advertisement for part-time Administrative Assistant in the Police Department Information was provided on the advertisement for part-time Administrative Assistant in the Police Department by City Administrator Anderson. Applications are available at the Minnesota Workforce Center and are due at Noon, September 14, 2018.

APPROVED Consent Agenda as presented MOTION by Councilor Jaksa to approve the Consent Agenda as presented:

  1. Authorize travel and lodging expenses for the Mayor to attend the MN Mayors Together Conversations in Rochester, MN on October 4-5 and Willmar, MN on December 6-7, 2018.

Motion seconded by Councilor Briggs and carried unanimously.

NEW BUSINESS:
APPROVED Mayoral Proclamation observing National Rail Safety Week MOTION by Councilor Droba to approve the Mayoral Proclamation observing National Rail Safety Week, September 23-29, 2018. Motion seconded by Councilor Briggs and carried unanimously.
ADOPTED Resolution No. 46-18 approving application for exempt permit for MN Deer Hunters Association MOTION by Councilor Jaksa to adopt Resolution

No. 46-18 approving application for exempt permit for MN Deer Hunters Association, Trails End Chapter to conduct a raffle with the drawing to be held on October 11, 2018 at the Elks Lodge #1599, International Falls. Motion seconded by Councilor Briggs and carried unanimously.

AUTHORIZED the Police Civil Service Commission to establish a list of eligible candidates for full-time Police Officer MOTION by Councilor Briggs to declare vacancies and authorize the Police Civil Service Commission to establish a list of eligible candidates for full-time Police Officer. Motion seconded by Councilor Droba and carried unanimously.
APPROVED 2019 Volunteer Assistance Matching Grant of $2,500 MOTION by Councilor Jaksa to approve the 2019 Volunteer Assistance Matching Grant of $2,500 from the Minnesota DNR for Fire Department assistance to suppress wildland fires and authorize signatures. Motion seconded by Councilor Briggs and carried unanimously.
AUTHORIZED submitting a grant application and letter of support to the State Fire Marshal for Turnout Gear Washer/Extractor/Dryer Program MOTION by Councilor Briggs to authorize submitting a grant application and letter of support to the State Fire Marshal for Turnout Gear Washer/Extractor/Dryer Program, 10% local match funds, and authorize signature(s). Motion seconded by Councilor Jaksa and carried unanimously.
AUTHORIZED Mayor to send a letter of disappointment to the Minnesota Historical Society for the Grand Mound meeting MOTION by Councilor Briggs to authorize the Mayor to send a letter of disappointment to the Minnesota Historical Society for the Grand Mound meeting scheduled in Minneapolis on September 21, 2018. Motion seconded by Councilor Jaksa. Councilor Droba stated that he does not believe this an issue we should be inserting ourselves into as it is not a City matter, but a County matter. Motion passed 3-1 with Councilors Briggs, Jaksa, and Mayor Anderson voting “yea” and Councilor Droba voting “nay”.
REPORTS:

Reports of the Administrator, Attorney, and Department Heads

City Administrator Anderson gave an update from the Minnesota Department of Employment and Economic Development report on Population Changes in Northeast Minnesota.
Reports of Mayor and Council Committees Councilor Jaksa stated that the City-wide cleanup will be held on Saturday, September 22, 2018 from 8 A.M. – Noon at the Falls High School Student Parking Lot.

Councilor Droba commended the Police Department for their efforts in enforcing calendar parking and thanked Public Works for their efforts in cleaning up after the storm.

Mayor Anderson gave an update on the City Beach Citizens Committee from the meeting summary.

Mayor Anderson handed out a written Mayor’s Report dated September 4, 2018.
