November 13, 2018 Special Meeting

City Council Minutes

2:21 P.M.

 

A special meeting of the City Council of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 13th day of November 2018 at the hour of 2:21 P.M.

 

MEMBERS PRESENT:     Councilors Droba, Jaksa, Krause, and Mayor Anderson

MEMBERS ABSENT:     Councilor Briggs

OTHERS PRESENT:    Steve Shermoen, City Attorney; Tricia Heibel, President Chamber of Commerce; Joe Schwartz, W-33 Business Agent; Samantha Butts, Paramedic; Zachary Scofield, Paramedic; Adam Mannausau, Fire Chief; Betty Bergstrom, Deputy City Administrator; and Ken Anderson, City Administrator.

 

 

Consider employee request for extension of Family Medical Leave Act (FMLA) time off from work in the Ambulance Department – APPROVED scheduling a Closed Meeting at 2:30 P.M. on November 19, 2018

City Administrator Anderson briefed the Council on the request and indicated a Closed Session should be scheduled to consider the FMLA extension request and any associated implications. The Closed meeting was necessary due to the need to discuss facts that are not classified as public data, i.e. private data.

 

MOTION by Councilor Jaksa to schedule a special meeting in Closed Session at 2:30 P.M. on Monday, November 19, 2018 for the purpose of considering an employee request to extend FMLA leave (subsequent reference per Minnesota Statute 13D.05, Subd. 2 (3)). Motion seconded by Councilor Droba. In discussion, City Administrator Anderson indicated there is another purpose for conducting the Closed meeting (subsequent reference per Minnesota Statute 13D.03, Subd. 1 (b) to consider strategy for labor negotiation development(s) and proposal(s)). Councilor Krause stated he was scheduled to be on call for work until 4:00 P.M. He indicated he may not be able to attend the meeting until 4:00 P.M. if he needed to respond to a call. Motion carried unanimously.

   

APPROVED Resolution No. 70-18, Approving Application for Exempt Permit for the Friends of the Falls Fire Department to conduct a raffle on Monday, November 19, 2018 at the Elks Lodge, 215 Third Street, International Falls, MN

MOTION by Councilor Droba to adopt Resolution No. 70-18, Approving Application for Exempt Permit for the Friends of the Falls Fire Department to conduct a raffle on Monday, November 19, 2018 at the Elks Lodge, 215 Third Street, International Falls, MN. Motion seconded by Councilor Jaksa and carried unanimously.
