City of International Falls – City Council Regular Meeting

5:30 P.M., Monday, January 4, 2021 (immediately following Organizational Meeting)

Council Chamber, 600 Fourth Street

 

Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:

  1. The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not practical because of a health pandemic.
  2. The Mayor and all Councilors participating in the meeting can hear one another and can hear all discussion.
  3. Attendance by the public is not feasible due to the health pandemic.
  4. At least one member of the City Council is physically present at the regular meeting, unless unfeasible due to the health pandemic.
  5. All votes are conducted by roll call so each members’ vote on each issue can be identified and recorded.

  2. Approve IRS mileage reimbursement rate for 2021

  1. Consider Charter Commission recommendation to abolish the Police Civil Service Commission, Pete Kalar, Chairman (Council action by unanimous motion)
  2. Planning Commission recommendation on Resolution No. __-2021 for Conditional Use Permit application of Hollie Bahr, Posh Relief, LLC, to allow Home Occupation (Massage Therapy) at 701 7th St.in the R-2A zoning district, Kelly Meyers (Council action)
  3. Approve Hollie Bahr, Posh Relief, LLC massage therapy license for 2021 (Council action)    
  4. Approve Dental Insurance, Group 023772 renewal with no rate increases from National Insurance Services (Ameritas Life Insurance Corp), effective January 1, 2021, and authorize signatures (Council action)
  5. Presentation on proposed Capital Improvement Plan for 2021 – 2025, Ted Brokaw, Director of Public Works (Council information)
