Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:
- The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not practical because of a health pandemic.
- The Mayor and all Councilors participating in the meeting can hear one another and can hear all discussion.
- Attendance by the public is not feasible due to the health pandemic.
- At least one member of the City Council is physically present at the regular meeting, unless unfeasible due to the health pandemic.
- All votes are conducted by roll call so each members’ vote on each issue can be identified and recorded.

CONSENT AGENDA The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present. - Approve 2021 license renewals, as presented
- Approve travel and continuing education training expenses for Kelly Meyers to attend the ICC Upper Great Plains Region III Educational Institute on February 8-12, 2021, and quarterly Arrowhead Chapter Building Official Meetings
NEW BUSINESS
- Mayoral Proclamation declaring January 31-February 6, 2021 as Catholic Schools Week at St. Thomas Aquinas School (Council action)
- Resolution No. -2021 Approving application for exempt permit for the International Falls Bass Championship to conduct a raffle on March 27, 2021 (Council action)
- Approve Memorandum of Agreement between the City and Arrowhead Regional Development Commission (ARDC) establishing the roles and responsibilities of ARDC and partnering communities in the Brownfields Assessment Coalition (Council action)
- Public Works committee recommendations :
- Criteria for stop sign placement (Council information)
- Consider recommendation to commit $75,000 for replacement of manhole covers city wide and sewer line repairs in Stenberg Addition moving funds from Sanitary Sewer Fund 603 to Reserve Capital Outlay Sewer Fund 403 (Council action)
- Approve preparing a bid package for the 2021 Highway Lane water and sanitary sewer project (Council action)
- Consider recommendation to add Hwy 53 Water Crossings project to the Hwy 53 Project (Council action)
- Consider recommendation to begin the surveying and engineering for 2022 Local Road Projects (Council action)
- Consider recommendation to fill the vacant Fire Marshal position and vacate the candidates current position of Firefighter Engineer (Council action)
- Consider request to fill the Firefighter Engineer position (Council action)
- Project Blue Light, January 24 – January 31, Smokey Bear will be illuminated with a “Blue Light” to show support for Frontline Workers (Council information)
- Act by motion of majority vote to recess to a closed meeting for the purpose of considering property acquisition with the full City Council present per Minnesota Statute, 13D.05, Subd. 3 (c)(3).
- Adjourn closed meeting session and reconvene in open meeting session.
