Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:
- The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not practical because of a health pandemic.
- The Mayor and all Councilors participating in the meeting can hear one another and can hear all discussion.
- Attendance by the public is not feasible due to the health pandemic.
- At least one member of the City Council is physically present at the regular meeting, unless unfeasible due to the health pandemic.
- All votes are conducted by roll call so each members’ vote on each issue can be identified and recorded.

- Bid results from April 27, 2021 International Falls Building Improvements – consider rejecting only bid from J & J Contracting in the amount of $256,800, as it is approximately $156,800 over the engineers’ estimate (Council action)
- Authorize advertising the International Falls Building Improvements as separate components- city hall stairway entrance with HVAC modifications, city hall landscaping around new stairway entrance, and library doors and glazing, along with canopy with new LED light fixtures (Council action)
OLD BUSINESS
CONSENT AGENDA The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present. Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda. (Council action)
NEW BUSINESS
- Consider city administrator application review committees recommendation to fill vacant City Administrator position, approve employment agreement with Betty Bergstrom and authorize signatures (Council action)
- Accept letter of resignation from full-time employment from Patrol Officer Michael Bounds effective June 1st, 2021 and consider allowing Officer Bounds to remain as a part-time patrolman for the International Falls Police Department (Council action)
- Adopt Resolution No. -2021 establishing procedures relating to compliance with reimbursement bond regulations under the internal revenue code (Council action)
- Adopt Resolution No. -2021 ordering improvement and plans and specifications for the 22nd Street & Main Avenue construction project in conjunction with BDPI Grant, Ted Brokaw, Public Works Director (Council action)
- Authorize advertising for bids for the 22nd Street improvement project, Industrial Avenue alley water main replacement, & Highway Lane water and sewer improvements (Council action)
- Adopt Resolution No. -2021 approving application and permit for a 1 day to 4 day temporary on-sale liquor license for Rotary Club of International Falls at Smokey Bear Park on July 3 – 4, 2021 (Council action)
- Consider additional 2021 license for Espresso Lane LLC dba The Library – On-Sale Liquor and Sunday Liquor effective May 17, 2021 (Council action)
- Adopt Resolution No. -2021 authorizing execution of Minnesota Department of Transportation grant agreement for Federal Airport Expenses Reimbursement (Council action)
- Recommendation from Budget & Finance Committee: a.) Adopt Resolution No. -2021 calling for a Public Hearing pertaining to the Northland Counseling Center Inc renovation project (Council action)
- Recommendation from Committee-of-the-Whole: a.) City Staff continues to investigate the option of establishing participation in the International Falls Primary Service Area Emergency Medical Services Special Taxing District and creation of a Joint Powers Agreement with the political jurisdictions within the service area (Council information)
- Recommendation from Public Works Committee: a.) Approve publishing Notice of sump pump inspections that are required in accordance with the International Falls Sanitary Sewer Ordinance (Council action) b.) Authorize sending letters to a minimum of 100 households/businesses annually to notify property owners of the Sanitary Sewer Ordinance and the need to direct sump pumps and foundation drains outside of the home/business onto lawns, street curbs, road ditches, or into storm sewers (Council action)
