Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:

  1. The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not

practical because of a health pandemic.

  1. The Mayor and all Councilors participating in the meeting can hear one another and can hear all

discussion.

  1. Attendance by the public is not feasible due to the health pandemic.
  2. At least one member of the City Council is physically present at the regular meeting, unless

unfeasible due to the health pandemic.

  1. All votes are conducted by roll call so each members’ vote on each issue can be identified and

recorded.

CONSENT AGENDA  The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present.  Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda.  (Council action)

  • Allow/approve necessary expenses for Mayor and Council members to attend the Coalition of Greater Minnesota Cities Summer Conference 2021 in Alexandria, MN July 29-30

NEW BUSINESS

  1. Consider Resolution to rescind Resolution No. 28-20 Proclamation and Declaration of Emergency due to COVID-19 Health Pandemic  (Council action)
  2. Approve Audit of Financial Statements for the year ended December 31, 2020 as prepared by Schlenner Wenner & Co. (Council action)
  3. Approve Letter of Agreement between City of International Falls and International Union of Operating Engineers, Local 49, Public Works & Administrative Office Staff  (Council action)
  4. Request by Union Business Agent to address the city council – Daniel Manick, IUOE Local Business Agent (Council information)
  5. Authorize the Police Department to use Smokey Bear Park for National Night Out activities from 4:00 P.M. to 7:00 P.M. on Tuesday, August 3, 2021 (Council action)
  6. Consider approving Entry Permit to Use Boise Premises – the Premises may be occupied and used by Permittee solely for emergency purposes – Adam Mannausau, Fire Chief  (Council action)
  7. Consider Sewer Easement Agreement with Crescent Drive Mobile Village LLC – Steve Shermoen, City Attorney (Council action)
  8. Resolution No.      -2021 supporting Governmental Intervention in the Sale of the International Bridge  (Council action)

  10. Consider 2021 license for Dairyland Operations, LLC dba Baskin Robbins for a restaurant license effective July 7, 2021  (Council action)
  11. Consider license transfer from Holiday Stationstores #380 to Holiday Stationstores #509 located at 1501 2nd Avenue West for 3.2 off-sale license, cigarette license, gasoline license (12 pumps) and restaurant license effective August 19, 2021  (Council action)
  12. Recommendations from Public Works Committee:
    1. Consider Bolton & Menk proposal to prepare a Lift Station Asset Management and Capital Improvements Evaluation  (Council action)
    2. Consider rejecting all bids for the 2021 Crack Sealing-Mastic Repair and Fog Seal Project (Council action)
