A regular meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 20th day of September, 2021 at the hour of 5:30 P.M.

TABLED recommendation from Planning Commission to approve Conditional Use Permit for a Licensed Adult Foster Care | MOTION by Councilor Ditsch to approve recommendation from the Planning Commission to approve Conditional Use Permit for a Licensed Adult Foster Care at 122 Park Avenue. Motion seconded by Councilor Buller.
Councilor Krause stated as an employee of Northland Counseling he would be abstaining from discussion and voting. Building Official Meyers shared that the property would require a conditional use for the intended purpose. Application was received per R1-A conditional use requirements, Section 3(d) Nursing Home, Rest Home, Children’s Home. City Administrator Bergstrom stated she had received concerns and addressed the questions that were asked. Allison O’Hara-Meyers from Northland Counseling explained they are seeking to relocate their Licensed Adult Foster Care to allow for more accessibility. Ann Shickell shared her concerns regarding the Adult Foster Care moving to her neighborhood. Councilor Holden stated he would not vote yes for the conditional use due to Northland Counseling having run down facilities and that the Planning Commission didn’t answer some of the questions asked. Councilor Ditsch stated if not located at 122 Park Avenue than whose neighborhood, everyone needs a place to live. Councilor Ditsch noted he would vote in favor for this. Councilor Buller stated he would like to see more research done by the Planning Commission and possibly bring to the Land Use and Legislation Committee. Mayor Droba agreed it should be tabled and brought back to the Planning Commission for further review on the findings of facts. Mayor Droba stated you don’t get to pick your neighbors. Councilor Ditsch withdrew his original motion. Councilor Buller withdrew his second to the original motion. Motion by Councilor Ditsch to table recommendation from the Planning Commission to approve Conditional Use Permit for a Licensed Adult Foster Care and have the Planning Commission review further. Motion seconded by Councilor Buller. Motion carried 4-0-1 with Councilors Buller, Ditsch, Holden, and Mayor Droba voting ‘yea’ and Councilor Krause abstaining. |
APPROVED Land Surveyor’s Certificate of Plat Correction for the plat of FIRST ADDITION TO INTERNATIONAL FALLS BUSINESS PARK | MOTION by Councilor Krause to approve Land Surveyor’s Certificate of Plat Correction for the plat of First Addition to International Falls Business Park. Motion seconded by Councilor Buller.
Mayor Droba stated the drainage and foot prints were off, easement to county properties were not obtained. Plat required corrections be made. Motion carried unanimously. |
ACCEPTED the Rural Fire Department Volunteer Fire Assistance (VFA) Matching Grant from the State of Minnesota, Department of Natural Resources grant Contract No. 198528, PO No. 195611 | MOTION by Councilor Holden to accept the Rural Fire Department Volunteer Fire Assistance (VFA) Matching Grant from the State of Minnesota, Department of Natural Resources grant Contract No. 198528, PO No. 195611 in the amount not to exceed $2,500 and authorize the Mayor and City Administrator to execute the Contract. TABLED Consideration of Snow & Ice Control Policies | Mayor Droba shared that the city has had a Snow & Ice policy in effect for several years but will be looking at updating and enforcement of the policy due to all the new construction on Hwy 53. Mayor Droba suggested tabling discussion until policy is reviewed and revision are completed.
Councilor Buller stated a copy of the Snow & Ice policy is available at City Hall. Councilor Krause requested the Snow & Ice policy notice be shared on our social media sites. MOTION by Councilor Ditsch to table discussion on the Snow & Ice Control Policy. Motion seconded by Councilor Buller and carried unanimously. |

Councilor Buller and Councilor Holden thanked the Rural Fire Protection Association for such a smooth process. They both enjoyed being on the committee and working with the RFPA. Mayor Droba thanked Councilors Buller and Holden, Chief Mannausau and City Administrator Bergstrom for their involvement in the agreement process. |

ADJOURNMENT | Mayor Droba shared that there is a Special City Council meeting on Monday, September 27, 2021 at 5:00 P.M.to adopt the 2022 preliminary budget and levy. Mayor Droba also stated that the next regular City Council meeting is scheduled for Monday, October 4, 2021 at 5:30 P.M. The Mayor adjourned the meeting at 6:22 P.M. |
