A special meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 10th day of April, 2023 at the hour of 4:15 P.M.

Motion seconded by Councilor Kalar and carried unanimously. |
| APPROVED second and final reading of Contract Ordinance #984 for 2023 Utility and 2023 Local Street Projects | MOTION by Councilor Buller approving the second and final reading of Contract Ordinance #984 for 2023 Utility and 2023 Local Street Projects accepting low bid of $1,023,077.00 from KGM Contractors, Inc. Motion seconded by Councilor Wegner and carried unanimously. |
| ADOPTED Resolution No. 28-2023 approving Municipal State Aid Street (MSAS) Funds Advance | Public Works Director Brokaw requested an advancement of funds from Municipal State Aid Street to complete two projects in 2023. The city is allowed to encumber up to five years’ worth of funds. Brokaw noted this was common practice in other cities.
MOTION by Councilor Holden to adopt Resolution No. 28-2023 approving Municipal State Aid Street (MSAS) Funds Advance. Motion seconded by Councilor Kalar and carried unanimously. |
