September 25, 2017 Special Meeting

City Council Minutes

A special meeting of the City Council of International Falls, Minnesota was held in the Council Chambers of the Municipal Building on the 25th day of September 2017 at the hour of 1:00 P.M.

 

MEMBERS PRESENT:     Councilors Briggs, Droba, Jaksa, Pearson, and Mayor Anderson

MEMBERS ABSENT:     None.

 

APPROVED REDUCTION OF $7,500 FROM BUDGET TO MAINTAIN A LEVY INCREASE OF 9%

The City Administrator briefly reviewed the packet materials and the proposed budget changes since the last Budget and Finance Committee meeting. The City Council reviewed the outline in Exhibit A to the resolution of approval. In discussion, it was explained that the budget was higher than reviewed at the last Budget and Finance Committee meeting. The reason is due to the new revision to the Airport Budget that increased costs $7,500 in order to meet required B3 guidelines imposed as a condition of using state funding sources for the Terminal project. Much discussion ensued highlighting the difficulties in finding sufficient funds for certain items such as other agency requests and finding enough funding to pay for street and other infrastructure needs.

 

MOTION by Councilor Droba to approve the additional reduction of $7,500 in expenditures from the 2018 Preliminary Budget as proposed by the City Administrator, and secondly, to leave the proposed levy increase at 9.0% for a total of increase of $211,457. Motion seconded by Councilor Pearson. The proposed expenditure reductions result in a preliminary levy of $2,560,976. This amount is an increase of $211,457 (9.0%) over the levy approved for the 2017 budget. Motion carried unanimously.

   

ADOPTED THE AMENDED RESOLUTION NO. 54-17 APPROVING THE PRELIMINARY BUDGET AND PROPERTY TAX LEVY FOR TAXES COLLECTIBLE IN 2018 AND SETTING THE FINAL BUDGET AND LEVY PUBLIC INPUT MEETING

The City Administrator previously explained that he had modified the Exhibit A to show the City share of the Airport operations costs only and listed under “Other.” MOTION by Mayor Anderson to include the 612 Fund for the Airport in Exhibit A with the other listed funds for purposes of improving transparency. The Mayor called for a second to the motion three times. Motion dies due to lack of a second.

 

MOTION by Councilor Droba to adopt the amended Resolution No. 54-17 approving the Preliminary Budget and Property Tax Levy for taxes collectible in 2018 and setting the final budget and levy input meeting for Monday, December 4, 2017 at 6:00 P.M. Motion seconded by Councilor Pearson. The Administrator explained that the approved resolution will include the City Council revised amounts from this meeting. Motion carried unanimously.
