August 13, 2020 Special Emergency City Council Meeting Minutes

4:00 P.M.

 

A special emergency meeting of the City Council of the City of International Falls, Minnesota was held in the Council Chambers of the Municipal Building and via Zoom Conferencing on the 13th day of August, 2020 at the hour of 4:00 P.M.

 

MEMBERS PRESENT:      Councilors Buller, Ditsch, and Mayor Droba.    

                    Councilor Krause
via Zoom Conferencing. All members noted they could hear the others and the discussion.

MEMBERS ABSENT:      None.

        

ADOPTED Resolution No. 69-20 to accept and consent to Councilor Chelsea Nelson’s letter of resignation from the Councilor At-Large position and declared a Council vacancy

MOTION by Councilor Buller to adopt Resolution No. 69-20 accepting and consenting to Councilor Chelsea Nelson’s letter of resignation from the Councilor At-Large position and declaring a Council vacancy effective August 10, 2020. Motion seconded by Councilor Ditsch and carried unanimously. Mayor Droba expressed his sincere thanks and gratitude to Councilor Nelson for what she brought to the table in her role as a City Councilor, especially to the Human Resources Committee with her background as an attorney. Fellow City Councilors Buller, Ditsch, and Krause concurred and thanked Councilor Nelson for her efforts.

   

RECOMMENDED appointing Brian Briggs to fill the vacancy as Councilor At-Large

Mayor Droba explained that when candidates were interviewed to the fill the Councilor At-Large Position in October 2019, the top three candidates were Chelsea Nelson, Brian Briggs, and Mike Holden. Mayor Droba explained that the City Council previously discussed appointing the candidate for Councilor At-Large to the seat if the race was uncontested. Mayor Droba explained that both Mike Holden and Pete Kalar have filed for the Councilor At-Large position. The Council had previously discussed that if more than one candidate filed, they would look to appoint a previous City Councilor to fill the vacancy. Due to the fact that Brian Briggs, a previous City Councilor was one of the top three candidates interviewed, Mayor Droba said he had reached out to him to see if he would still be interested in filling the position until the end of the year. Councilor Buller stated he agreed to appoint Brian Briggs to fill the Council vacancy based on past discussion and current election circumstances. Councilor Ditsch concurred that with Mike Holden running for Councilor At-Large, it would give him an unfair advantage to appoint him and agreed with the appointment of Brian Briggs. Councilor Krause agreed that his past experience serving on the City Council with Brian Briggs was positive and he would serve as a great interim Councilor.

 

MOTION by Councilor Krause to recommend appointing Brian Briggs to fill the vacancy of Councilor At-Large at the August 17, 2020 City Council meeting, with him taking his oath of office and seat at that meeting to fill the term expiring December 31, 2020. Motion seconded by Councilor Ditsch and carried unanimously.

   

ADJOURNMENT
