Mn Statute 13D.021 allows meetings to be conducted by telephone or other electronic means under the following conditions:

  1. The Mayor determined an in-person meeting or a meeting conducted under section 13D.02 is not practical because of a health pandemic.
  2. The Mayor and all Councilors participating in the meeting can hear one another and can hear all discussion.
  3. Attendance by the public is not feasible due to the health pandemic.
  4. At least one member of the City Council is physically present at the regular meeting, unless unfeasible due to the health pandemic.
  5. All votes are conducted by roll call so each members’ vote on each issue can be identified and recorded.

    a. 900 11th Street – approve low bid of Travis Thompson in the amount of $5,435 (Council action)
    b. 1531 2nd Ave E – approve low bid of Travis Thompson in the amount of $4,925 (Council action)
  2. First Reading of Contract Ordinance # __, Approving the lowest responsible bid for the 2021 Local Street Improvements to Bowman Asphalt Products, Inc., in the amount of $1,471,909.00 (Council action)

OLD BUSINESS

  1. Second and final reading of Ordinance to repeal sections of the Code of Ordinances and adopt the 2021 International Property Maintenance Code – Steve Shermoen, City Attorney/Kelly Meyers, Building Official (Council action)
  2. Remove from the table – approval of Special Assessment Policy (Council action)

CONSENT AGENDA  The Consent Agenda allows the City Council to take action on routine matters by one motion that shall not be debated and shall be adopted by unanimous vote of those present.  Any individual Council member may remove an item from the Consent Agenda for discussion on the regular agenda.  (Council action)

  1. Approve Cooperative Fire Protection Agreement No. 21 261 36302 for wildland fires between the Minnesota DNR and the International Falls Fire Department and authorize signatures
  2. Approve Financial Planning Agreement with Northland Securities, Inc. – Tax Abatement for the Alexander Baker Project
  3. Approve 2021 travel and training request for Public Works employees to attend conferences for continuing education, exam preparation and testing

NEW BUSINESS

1. Discussion about a grant for expansion of the community gardens to include more of a “community garden” where patrons of Falls Hunger Coalition could help themselves to free fresh vegetables – Daniel McGonigle, Community Education Director (Council information)

2. Adopt Resolution No.­    -2021, 2022 Air Service Marketing Grant Agreement (Council action)

3. Adopt Resolution No.__-2021, PERA Declaration for part-time Patrol Office Alexandria C. Stevens (Council action)

4. Adopt Resolution No.__-2021, PERA Declaration for part-time Patrol Office Ryan E. Stenson (Council action)

5. Adopt Resolution No.    -2021 approving Lease and Premises Permit Application for Lawful Gambling for the Ranier Recreation Club at BPOE Lodge #1599 dba Elks Lodge (Council action)

6. Approve Human Resources Committee recommendations:

a. Approve the one-year Labor Agreement and Memorandum of Understanding (MOU) on pay for members planning and negotiating the contracts between the City of International Falls and the IAMAW District Lodge 5, Woodworkers Local W33, IAMAW Union for the Firefighter Engineers and Paramedics, January 1, 2021 to December 31, 2021 (Council action)

b. Adopt Resolution No. -2021 approving 2021 Wages and Benefits for Nonunion and Seasonal Employees (Council action)

c. Authorize advertising to fill the vacancy in the Public Works department (Council action)

7. Approve Public Works Committee meeting recommendations:
a. Approve Request for Qualifications from Bolton & Menk to provide Water Treatment Plant Engineering Services (Council action)

8. Approve initiating road construction and utility work for 22nd Street improvement project, as an assessed project in conjunction with being awarded the BDPI Grant – Ted Brokaw, Director of Public Works (Council project)

9. Consider purchase agreement for property located at 801 3rd Avenue, International Falls- Steve Shermoen, City Attorney (Council action)

10. Approve Land Use and Legislation recommendation:
a. Approve First reading of Ordinance No.       5th Series to repeal and replace Chapter 3 – Municipal and Public Utilities Rules and Regulations, Rates, Charges, and Collections, to  include updated sanitary sewer language (Council action)

11.Consider demolition application for property located at 516 Memorial Drive– Fire Chief Mannausau (Council action)
