NEW BUSINESS

  1. Consider agreement for use of City Beach for kayak and paddleboard landing area (drop off/pick up) – Aaron Nordrum, Rainy Lake Aquatics LLC (Council action)
  2. Consider letter of support for KCC-TV’s grant application (Council action)
  3. Approve renewal of the Facilities Use Agreement and Maintenance Agreement for t-ball fields between the City of International Falls and Independent School District No. 361 for a period of one year effective July 1, 2024 (Council action)
  4. Adopt Resolution No. __-2024 approving Commercial Loan Program funding in the amount of $24,999.99 as requested by TruStar Federal Credit Union on behalf of Lac De Lune LLC to improve the building located at 719 7th Street (Council action)
  5. Discuss Construction Manager At Risk (C.M.A.R.), a new process available to local governments for construction projects, as per MN Statute 471.463 – Ted Brokaw, Director of Public Works and Brian Guldan, Bolton & Menk (Council information/discussion)
  6. Committee-of-the-Whole recommendation(s):
    1. Consider forming a negotiating committee to represent the City for the upcoming union negotiations (Council action)
    2. Approve having the negotiating committee negotiate on behalf of the City (Council action)
    3. Review and approve the Employee Handbook (Council action)
    4. Consider approval to advertise for and hire a part-time, seasonal Office Assistant (Council action)
    5. Approve first reading of an ordinance amending the Midcontinent Communications Franchise Agreement (Council action)
  7. Consider request to purchase two (2) APX 4000 Motorola radios from DSC Communications in the amount of $6,842.32 with funds from 402-41100-5800 Police Capital Outlay Mach & Auto, Mike Kostiuk, Chief of Police (Council action)
  8. Approve removal of EMT from the International Falls Ambulance Service due to inactivity, Adam Mannausau, Fire Chief/EMS Director (Council action)
  9. Approve public works summer employee, as presented (Council action)
