January 6, 2025, City Council Public Hearing Meeting Minutes – 5th Ave West

A Public Hearing Meeting of the City Council of the City of International Falls, Minnesota, was held in the Council Chambers of the Municipal Building on the 6th day of January 2025 at the hour of 5:00 P.M.

MEMBERS PRESENT:       Mayor Dill, and Councilors Buller, Holden, Kalar and Wegner

MEMBERS ABSENT:         None

STAFF PRESENT:              Betty Bergstrom, City Administrator, Jason Fisher, City Engineer, Bolten & Menk, Inc, Lisa Riggs, Deputy City Administrator, and Chelsea Nelson, City Attorney

OTHERS PRESENT:          Brian Urban

Introductory comments and explanation of purpose for public hearing, Mayor Dill Mayor Dill explained the public hearing was being held to act upon the proposed assessment of the improvements for the 5th Avenue West project.
   
Jason Fisher, Bolton & Menk, Inc Jason Fisher, Bolton & Menk, Inc stated the hearing was a continuation of the November 4, 2024, public hearing.  After additional research the original cost estimate of $52,200 was reduced to $45,967.44 as some of the bituminous patching costs and the manhole costs were removed since they were part of another project that was being completed at the same time.
   
Public input/questions/comments Brian Urban, 1912 5th Avenue West stated he still had concerns with the damage the water haulers did to the road and city should be working with the county to get the road repaired.  Jason Fisher stated they would work with the county, but it would not impact the final assessment cost.

 

Mr. Urban stated that Bolton & Menk had billed the city to do the additional research on the project and did not feel the homeowners should have to pay for it.  Mr. Fisher responded noting the fees were administrative.

   
City Council comments Councilor Buller suggested waiting till springtime to review the damage to the road.

 

Mayor Dill noted the council wants to work with the homeowners to make it fair for everyone.  Since the assessments would not occur till September of 2025 there was time to review the concerns.
